This statement can be reinforced by a quotation from the European Commission Communication (COM (2008) 868 final) New Skills for New Jobs: 'The severity of the financial crisis adds an exceptional degree of unpredictability about the future of the world's economy - yet in order to put Europe on the road to recovery it is essential to enhance human capital and employability by upgrading skills. But upgrading skills is not enough: ensuring a better match between the supply of skills and labour market demand is just as necessary.'

Obviously, a dialogue has to be set up between providers of education and training and enterprises which are in need of these services. In addition, public authorities competent in this area (Ministry of Education and Sport, Ministry of Labour, Family and Social Affairs, National Employment Office and others) have to have their say in shaping a culture marked by opportunities for continuing upgrading of working as well as social and personal skills.
