The LLW Strategic plan is the fundamental LLW document defining the goals, contents, key elements, and fields of activity, as well as their co-ordination and funding. It is the basis for designing annual LLW Action plans.

The first LLW Strategic plan was adopted by the LLW National committee in June 1998 along with the recommendation that it should be implemented step by step, and in accordance with circumstances affecting education and learning processes in Slovenia. Based on experiences from the 10-year LLW life-cycle, a draft of the renewed LLW Strategic plan (in Slovenian) was outlined by the SIAE working team in March 2006. It was adopted by the LLW National committee in its 15th meeting on 23 May 2006.
